In December 1978, a number of NATO Nations joined together to establish and implement the NATO NAEW&C Programme. As a result of the international agreements formally ratified at that time,
the NAEW&C Programme Management Organisation (NAPMO) was created as a NATO Production and Logistics Organisation and established as a NATO civil organisation under the provisions of the 1951
Ottawa Agreement. NAPMO is directly responsible to the North Atlantic Council for all aspects of the Programme.
Currently, the NATO NAEW&C Programme is comprised of 16 Nations participating as full member – Belgium, Czech Republic, Denmark, Germany, Greece, Hungary, Italy, Luxembourg, The Netherlands,
Norway, Poland, Portugal, Romania, Spain, Turkey, and the United States.
The United Kingdom exercises limited participation as a NAPMO member; but her fleet of E‑3D aircraft is an integral part of the NAEW&C Force.
France has an observer role and maintains continual coordination to ensure her four E-3F aircraft remain interoperable with the other E-3 fleets. France also often assists in coordinated operations
with the NAEW&C Force.
